The Town of Claremont has prepared a Revised Draft Rights of Way (ROW) Strategy in response to initial comments received from the public on the recently advertised Draft ROW Strategy and we are seeking your comments on the proposal.
The significant changes made by Council to the initial Draft Strategy which was recently advertised for public comment are:
1. Remove the proposals for widening of the Rights of Way network through the Development Approval (Easement) and Subdivision Approval process.
2. Confirm that the proposed funding source of the Rights of Way construction program may be through normal budget allocations for Infrastructure Capital Works programs considered on an annual basis and is detailed in the report to Council on 26 May 2026.
3. Consider lighting proposal options to reduce the impact of light spill on adjacent property for individual Rights of Way as part of preliminary designs for separate Rights of Way construction programs in consultation with adjoining owners.
4. Provide clarity on options for Council to consider measures of support from adjoining property when considering individual Right of Way actions.
5. Provide clarity on how recommended actions for closure, dedication and retention for individual Rights of Way have been assessed.
6. Modify access proposals for Rights of Way 39 and 40 to maintain the existing situation relative to pedestrian access, vehicle access direct to Gugeri Street and rear garage access for 2 Mary Street.
Details in relation to the proposals can be viewed at the Town's Administration Building or by visiting our website here.
To assist in your understanding of Council's revised proposal, an additional information session is to be held at Council's offices (entry off Bay View Terrace) on Thursday 9 July 2026, commencing at 6.00pm.
Unlike the session held during the first round of consultation, this additional session will be in a format where the Town will provide a presentation on the key aspects of the revised Draft Strategy and then there will be an opportunity for attendees to ask questions in a group format.
At the end of the session there will be an opportunity for attendees to have one on one consultations with Town staff.
The closing date for comment is Friday 17 July 2026 at 5.00pm.
Comments may be lodged with the Town at toc@claremont.wa.gov.au
